I.      CALL TO ORDER

        The Vice Chairman called the meeting to order at 3:30 p.m.

II.     ROLL CALL

III.    REGULAR BUSINESS

A.      Minutes

MOTION to approve the minutes from the Conservation Commission’s Sea Level Rise Climate Adaptation Committee’s Regular Meeting of September 25, 2014.; MADE by Gezo; SECONDED by Donnelly; VOTED IN FAVOR: Donnelly, Gezo, Holland, Yust, Webster; OPPOSED: none; ABSTAINED: none; APPROVED: 5-0-0.

B.      Correspondence & Announcements

Mr. Yust recommended to the Committee to read the Sea Level Rise Adaptation Strategy for San Diego Bay (2012) prepared by ICLEI – Local Governments for Sustainability.

IV.     GUEST PRESENTATION

A.      “Natural Hazard Mitigation”
        Jeremy DeCarli, Associate Planner, RiverCOG

Mr. DeCarli described the Region’s work in preparing each of the member town’s Natural Hazard Mitigation Plans (NHMPs) for approval by the Federal Emergency Management Agency. He outlined the elements of the NHMP, including its acknowledgement of sea level rise as one of the most significant natural hazards to the coastal towns in the region. Among the action items prescribed, the Old Saybrook NHMP recommends specific study of sea level rise to better address sea level rise in the next issuance of the NHMP (every 5 years).

V.      STUDY & REPORT – Transportation & Other Infrastructure

The Committee discussed with Mr. DeCarli and attendant staff/officials the impacts of sea level rise on roads, stormwater drainage from impervious surfaces, the depth to groundwater for private subsurface and other decentralized septic systems, and other concerns for infrastructure. The Committee discussed some of the mitigations against sea level rise recommended in the NHMP.

VI.     OUTREACH & EDUCTION

The Committee agreed that the eventual report of its study will be purposeful in educating a broad audience in Old Saybrook.
